Can I hook up my hard drive from my crappy old computer with windows 98 to my new computer with a newer harddrive windows 2000 professional and transfer some programs that I downloaded? IE: Nero

I would not transfer whole directory to try and save programs, most would not run, I am pretty sure nero requires some things entered in the regisrty so personally i would download and install it instead. Now as for data files, thats different

well if he downloaded a cracked version or whatever he should just be able to transfer the original install program :/

Dont forget to make it a slave drive by that little "jumper" next to the hd cable, there usualy marked for master/slave/cable select "cs" so it would be like ma/sl/cs and you want "sl" or "sla"

A bunch of sensitive losers want to change the names, but it won't happen because the names have been used for decades already.

When I was using my windows 2000 with soundforge and burning and then trying to play the burnitated disc onto my other computer with 98 it wouldn't play so I will try Nero.

Probably still won't work. It sounds like a hardware problem to me. Put a newer CD-ROM in that old computer. :(
