MSPaint can't read jpeg files

Since I don't have photoshop, MSPaint is my only utility for manipulating images and uploading them. The problem is, it can't recognize any jpeg files, so I can't open or save any images as jpegs.

So how do I fix this son of a bitch? >:

it's a longshot, but if your browser of choice isn't Internet Explorer, maybe downloading the latest version of that will do it.
