Voice Effects Program

Anyone know a good voice effects program I could download somewhere? The specific effect I'm looking for is one that'll make me sound black, but without slowing down the actual sound.

I know Adobe Audition lets you change the pitch without changing the speed.

i'm pretty sure you can do stuff like that with sonic foundry's sound forge (which i have but did not pay for *cough cough*)
