This is a new Gameboy Advance game from Konami. In it, you fight vampires. The game has a solar sensor on the cartridge that detects the amount of sunlight. You're weapon is stronger when you play the game outside, and weakest at night. In addition, enemies are stronger at night than they are during the day.
Besides the whole sunlight gimmick, which I'm certain is just there so people will buy the game instead of downloading the rom, the game actually looks pretty good.

Probably :(
Also, this game was made by the same guy responsible for the Metal Gear games, so it probably won't suck.

I think EGM said it best when 'It sucks in San Fransisco since it's the damn foggiest place on earth'

It sounds interesting, I remember reading about it about a month ago. I also remember reading that artifical light wouldn't work. I may have to check up on that, though.
It's original, so that's a plus. I'm kind of undecided as to wether or not I like the idea of weather conditions/time of day deciding how easy the game is, rather than just my own skill.

how would it be able to tell the difference between artificial light?

Look at the sun and look at an artificial light from the distance you would have the game from it. Bit of a difference in intensity there.

but can't the sun be less bright on some days then on others making it kinda like artificial light?

The solar sensors still work on overcast days, they just don't work as well as they would on really sunny days
