In Milwaukee, at least when I lived there for a couple of years, the "green sheets" were the comics. The comic pages were always on green paper so the kids could find them easily without tearing up the whole thing.

I went on a field trip there and they gave out miniature (Barbie-size) green sheets. I wish I still had mine :(
