...for these applications?

Using an ATI All-in-Wonder 9600 Pro on XP Home for...

*The process of backing up VHS tapes to DVDs.
*Using time manipulating, Tivo functions like pausing live TV, rewinding.
*Recording live tv

And, also...

*Using OS skin applications like Litestep, Windowblinds, etc?

Or would having 2x 256 MB sticks be fine?...I like to multitask, and not have to use one program at a time in fear of a system freeze occuring, or something.

512 will probaly be fine. depends how much extra you are gonna pay. my system with 512 and a 1.4 gig with an ati 8500 all in wonder does all that stuff jsut fine. but then again I dont run a bunch of other crap on ti at the same time :/

Video transfer and capture are a couple of memory-heavy activities, so I think any extra will help. If your motherboard supports it, I would recommend faster memory over more memory, but I say if the cost is reasonable go for the extra 512.
