Alawi takes English as a second language from Bush
"We will have those elections on time in Iraq next year ... We are certain that by January most of the Iraqi people will be able to vote,"
Here Alawi uses the phrase "I am certain" in much the same way W has used the phrase "There is no doubt". Not to actually express certainty, but a more colloquial "I am so fucked if I'm wrong" or possibly "I have no clue what I'm talking about, and not just right now either."
