NYC Department of Education(formerly known as the Board Of Education):
Parents claim the city-wide reading test is racist.Reality the test and the answer sheet didn't match upchoices in the booklet alternated each question (ie. line one ABCD line two EFGH) while the answer sheet did not alternate.
Conclusion: Unless certain minorities are legitimately less intelligent than others, racism doesn't have a hand here.
