Well, if you're using a photograph as a reference for your drawing then yes, you may or may not choose to compensate for the flattened distortion caused by the camera itself when drawing a person in the photograph.

But if someone is comparing the artistic license involved with drawing forearms with the artistic license involved with setting up or lighting a shot... well, there IS no damn comparison to be made, unless you're discussing placement on the page alone (which has nothing to do with proportions on a forearm, unless a student has unconsciously squished said forearm so that it wouldn't extend past the page's edge and not be shown).
