See, the reason W is spending so much on useless technology is because he thinks that since he doesn't know how it works, they must be important. That's also why he thought being president would be a good job. He didn't understand a goddamn thing about the responsibility it would entail, so he thought it would be a "fun ride, like the merry-go-round or Log Flume."
