I'm also interested in a secondary source, exactly because the way the story is phrased echoes the Israeli/Palestinian conflict.
However, I don't think that the echo of phrasing means it didn't happen. And, though as of yet I don't have an opinion, I wouldn't be shocked to learn that the US is practicing 'collective punishment'.
