Its part, two I believe, of a thirteen part sage called "Experiment Lain." It was run originally as a mini-series in Japan, which a friend sent me on VHS and I enjoyed enough to eventually buy on DVD. It's a pretty awesome series in my opinion, and the only Anime outside of Akira I'll watch.
