This has been rumored for a very long time. There's a reason the RNC is in New York this year....
Guliani is very popular, although I had heard rumors of him replacing Ashcroft, but who knows. Another guy on the VP list would probably be Governor Pataki, who makes good sense as a running-mate. He's viewed as a moderate Republican, he's coming off a sound re-election victory in 2002, and he has also been a monster fundraiser for Bush in New York.
Putting either of these guys on the ticket would give Bush a shot at the coup of a life time, taking NY this Fall. NY is a Democratic strong hold, but upstate NY is more conservative, someplaces VERY conservative.
I know Guliani was considering ruinning for senate though against madame Hillary.....
