Yeah, that's probably what he meant. See, for me, I'm not 'shopping' anything anywhere unless I'm showing it to people who might give me money for it. Agents or publishers. But when a generic recruiting letter is an offer to crew on a nuclear submarine, deffiinitions get looser.
