It also answered them. They were in no way involved with al Queda. They had a legitimate fear of being attacked and they were detained and questioned by the Feds. Would you feel better if some of them had been lynched?
The commision was demanding to know why they were allowed to leave the country when no one else was. That simply didn't happen.
