Well on the line of shitty Spiderman villians I could say something like The Vulture, but I think it would be too campy in this day and age. Now Venom would be pretty sweet, if they didn't make him look like an idiot.

Rocket Racer was the most retarded hero I can think of, only seconded by maybe Scourge, he was pretty retarded. Though his only point was to kill off the more loser-iffic villians with out actually doing anything to disrupt any story lines.
