Because its designed for stupid CS playing nerds who like lots of settings to mess about with.
They need to balence out the bandwidth taken for TS with what they need for CS.
So people with a better connection can up the quality while people with lower speed connections can reduce quality to have a less laggy game.
errr. .. not that i know about that kind of thing
