No the U.S. is not against torture. They may not admit it but these things are popping up and im sure some one is giving the orders to do so. Look at the reports with Gonzallas ( forgot how to spell his name and i dont feel like looking it up ) a U.S. head offical stated that even if they did do torture to suspected terrorists it would not be against the law in America because the prohibition against inhumane treatmeant ratified in 1994 only applied to citizens. Also the U.S. has violated the worlds ban on torture many times now and helped sweden violate it.
