People are on, but we're at least six hours into the future compared to the US.
And yeah, the intelligence level seems to be slightly higher, but you have the language issue to deal with. Apparently, FS and Spectre X are the only Dutch people who speak English, and OH MY GOD FRANCE. You should try it out, though, I might convert back to Euro servers again myself.
