Stupidity...pure and simple. There is no reasonable explanation for it. These people knew that a catagory 5 hurricane was headed directly for them. However, I did read that many New Orleans residents were forced to ride it out because they were too poor to evacuate....no car, no funds for procuring a rental....
so, you'd get your tits out for a concert, but not for plastic beads? Even really colorful ones?
