You need to start strictly enforcing the people who wear their pants below the waist line. You'll need to carry around a tape measure and if you get caught anyone wearing their pants below the waist line, you start measuring how far they'd gone below. For every inch below is an additional 10 dollar fine. The further down the pants are, the higher the fine is. What do you think?
