Just out of curiosity, is North Korea really super or did I miss something? I was under the impression that they bore some responsibility for it all.

I suppose it's a super deal for them. For their generosity in promising not to make nukes they get in return significant aid with regards to energy, economics, etc. So basically all they have to do is play the nuke card every time they want the world to make a deposit into their account.
