Foot fetishes are the most common of all paraphilias. However, I certainly wouldn't go offering her foot massages/pedicures as a pretext to get your jollies. Its not fair to her to offer to do that when its sexual for you and she doesn't know it. That's just plain creepy.
I suggest asking her out. Then if you get down and dirty, tell her about the foot thing.
