I'm not sure I agree with you, because I think that W. is moving toward establishing the Presidential Party. It looks more like R than D, but it really isn't either.

Some R's will say 'I have to be on that boat or I'll be left behind'. But some are going to say 'There's nothing R about cutting congress out of the equation. He no longer wants to be on the team or even lead the team, he wants to BE the team.'

In the meantime, the meme that THE PRESIDENT BROKE THE LAW needs to be reinforced as much as possible, the way SADAAM HUSSEIN WAS RESPONSIBLE FOR 9/11 was reinforced. This meme should be easier since it's true. If it's repeated and reinforced ad infinitum, I think a lot of R's wil be peeled away, not from their party, but from a leader who threatens to destroy it. If people can be made to truly ingest the fact that the President broke the law, they won't like it, even if they like him. If the president broke the law, then the president is a criminal, and that's the meme I hope people are moving toward quickly.

It's not even a question if he's guilty or innocent. He admits he did it. He says he intends to continue doing it. He says it's NOT against the law, but it is not up to the President any more than it's up to me make that judgement. Arlen Spector, an R wants FISA to determine wether the President broke the law.
