I was gonna say the same thing Protoclown said. After what happen in the Batman movies, it wouldn't be wise to have two or more main villians in a movie. And about Doc Ock's costume, from what I read at superherohype.com, his costume would be a dirty white lab coat with his tentacles coming out of his back similar to Doc Ock's costume from the animated series.
