I usually don't mind when somebody attacks someone else, since that's part of the game. But I really don't like it when it seems that somebody exists just to piss everyone else off and try to wipe everyone off the face of the earth
I spend most of my money on infrastructure, and only buy tech when I'm able to buy 5 or 10 levels at a time on a single paycheck. The only thing it's good for after 15 levels or so is just for military purposes and small amounts of happiness. Improvements are valuable, and are more valuable as time goes on. Buying factories/labor camps early in the game will lower bills by next to nothing, but are invaluable assests later when infrastructure bills skyrocket. Despite the large $200K price for a Harbor, I thought it was well worth the week or so saving up for it due to all the bonus resources I got from just having one more trade slot.
Now I'm investing in schools. Schools themselves give a smaller income bonus than banks, but they allow for Universities, which give a bigger income bonus and decreases tech price.
