you forget the key part, Mexico has the trifecta of Political not caring.

1. They are not white, therefor don't care if they suffer. (Can i get a whoop whoop from Darfur?)

2. They have no nukes/oil/wmds/real say in the world so solving anything wih them won't garantee reelection, so Meh.
