This looks like the beginings of a sucky ethics problem, but we need more info. Your friend is Jeff's cousin, and Jeff is the driver in the hit and run, yes? What do you mean he never owned up to it? Like, nobody knows at all? Or the police know, but there isn't a case?

'Cause if nobody knows, I think you ought to tell the cops what you heard, even if it costs you your friend. Or you friend should tell. We're talking about a dead kid here.
