boot into dos from a startup disk. you can make them in windows usually or sometimes they come with it.
then type format [driveletter]:
maybe check the options under format /? to see if you need to use an option to do hardcoreformat.
there's also programs you can (sometimes) download online for formatting/repairing harddrives that will boot when the computer loads usually(without loading windows). I'd try the old formatting jig first though because I'm not sure if you could find a good program for your harddrive
