Hard-pressed to say exactly what's the worst, as I played a lot of shitty games, but I got three I'm confident take the title.
Action 52: Read the two reviews in the games review forum here.
Pokemon Snap: For being a worthless game with this printing stickers gimmick that lasted all of a month.
Any game with the word Eidos in the production title except the Legacy of Kain series
