I'm sorry, you're, what, twenty something? What you know of 'the good old days' could be crammed on the head of a pin with room left over for your sobriety.
The power of the purse is guaranteed to congress and is a fundamental part of separation of powers, one of the things that makes us a democracy and not a dictatorship.
As for 'loosing' Vietnam, we can see what a terrible fate befell the world on account of that, how the dominoes fell and the commies took over the... wait, communism pretty much disintegrated and Vietnam is now a major trading partner. I guess if we'd stuck it out and 'won', Jesus would have come back by now.
Besides, how will we ever win until they transfer the best and brightest like you over to Iraq? As long as your hunkered down in Korea boozing and brawling we don't stand a chance.
