I came into this topic about to say "You can't get a good TG-16 game for $6, except maybe Alien Crush", then I saw you were talking about the Virtual Console. Oops.
Alien or Devil's Crush. If you can only pick one, go with Devil's.
Military Madness might be good, I haven't played it yet.
I would suggest R-Type, but that's 800.
