Ok then:
1:Updated Drivers
2:Messed with some video settings
3:Cleaned The TF2 Folder deleting things like skins that did not work.
4:Re-installation
Edit: I did not get the rings around the telleporter but I still have trails following me so good enough.
Also, sometimes i do a re-installation if it quits working.
