the cable was mismarked. the correct cable was shut off. Later it was found out that sometimes wires when you have three and they twist they sometimes tweek the meter they used and you will not get a read, even if its live. therefore the spike. The spike missed all three wired in the cable, so they didnt ground out or whatever the spike was supposed to test.
