Major Bludd at the very beginning, then Zartan gets shot. Cobra Commander, Destro, the Baroness and Dr. Mindbender are the only other villains left that matter, and I'm being kind to the good Doctor. I guess they could have Wild Weasel fly around and bomb shit, but he'd probably get shot down after a couple episodes.
