There wouldn't be an issue if all guys followed the rules. Always maintain the maximum distance from other guys peeing. If there are five urinals and a guy is using the fifth one, you use the first. If he's using the third, use the first or fifth. If you have to use a urinal immediately next to another guy, keep your eyes forward. No talking. It's a simple code and it should be posted in public restrooms.
