Nope - NGC 1999 is in Orion, this "hole" is in Eridanus. Also, I believe NGC 1999 (an emission nebula) is in our galaxy, while the hole is a huge structure hundreds of millions of light-years across at the edge of the known universe.
They do appear similar in shape, if not in size.
