hm, maybe because Virginia Beach is home to the Navy Seals. or, because it's located in Hampton Roads, which is the region with the largest concentration of military personnel/bases in the world, particularly the Navy. Also there's NASA right down the street from one of the largest ports. So If I were one of those terrorists looking to get revenge then I'd totally blow you up right now.
