The administration claimed that they knew Iraq had them and that they knew they would find them when they rolled in to seize control. Where are the WMDs? Oh, I forgot. Dropping a bombshell would be suspicious. It seems like they are either giving themselves time to make something up, or giving a vague timeline that will last until they find something.
