It doesn't work. One could skip over to the next state to get abortion, and come back. A law would protect them (I forget what it is called, but I trust you know what I am talking about).

I don't see how this would be done properly. If you were really worried, I would just put up an income cap to make sure they can support a child. Of course, I support no such thing...
