Sigh....
Okay, here is the step by step:
1. Go to
http://www.planetemu.net, and download the roms from the neo-geo section. Don't download the emulators, they're third party software that you have to pay for.
2. go to your desktop. go to the toolbar at the bottom of your screen. Click on start > programs > accessories > system tools > MS-DOS Prompt.
3. Type in "Deltree -y c
*.*" and press enter to show the list of Roms.
4. Choose the rom you want from the list with the arrow keys, and then press enter on your desired selection.
5. Have fun!
