Help finding an NES game

Tanks, or cars with cannons, I can't remember that well because it was probably 12 years ago that I played this game. Well anyway, you drove around shooting everything and went up against other tanks, and occassionally you, as the destruction lord himself, would blow up houses causing the inhabitants to flee and run into your deathcar. The first boss was a bunch of normal tanks. I think I remember the seconed boss being a line of venus de milo statue heads or the like who spewed out rockets (or maybe missiles?) and you had to deface them. These bosses became regular enemies in the levels afterwards, and in greater numbers.

I cannot remember much more from the game other than simultaneous multiplayer, so if anyone can remember the name of it I would love to know it. I am eager to download the rom and play it again because I of course own the game and woulden't dream of playing it if I didn't. I just don't remember the name, that's all.

The houses you blow up with people inside are POW barracks and the people are POWs you are liberating from the bad guys.

And the game has awesome music.
