In the good old ays a time of war meant that people would come together with the common goal of trying to win, setting aside political agendas because lives are at stake.
However, to House Democrats it means playing games of attaching strings to achieve political goals:
WASHINGTON, Nov. 14 — The House on Wednesday approved $50 billion of the nearly $200 billion that President Bush had requested for military operations in Iraq and Afghanistan but attached many strings to the measure, virtually guaranteeing that Senate Republicans would block it.
The strings included a requirement that troop withdrawals begin within 30 days, a narrowing of the mission to focus on counterterrorism and on training Iraqi security forces, and a goal of full withdrawal by mid-December 2008.

Basically, they are making it so that we will not be able to fully complete our mission if we approve of the bill. In this aspect it is becoming entirely like the Vietnam war:
a capable military fighting a winnable war but hopelessly having strings attached to everything and barring them from doing their job.
It lost us Vietnam and now it looks like we're going to let the Democrats lose us Iraq.
