The ambulance missions are a bitch, because of the fact that the ambulance turns over if a breeze comes out of nowhere.
The firetruck missions were mad easy for me. I got to level 7 my first try, and level 13 my second. It helps if you do them before you unlock any islands, because all the cars will be around Vice Point, saving you time.
