Why does the pentagon award no-bid contracts?

they act as if oil fires were a last minute surprise, as if those companies hadnt been puting out fires and handling oil contracts over there for more than 10 years

those contracts were near certain if certain cooperations weren't broken no matter what the paper says the date was.

the only slightly credible reason ive heard the whitehouse make up is they "used 'american' companies for security reasons after 9/11...ya know, we live in a 'different' world"
