I do freelance work at Nickelodeon sometimes and you really can't blame these people- they spend all day drawing Dora the Explorer. If you didn't draw something grossly offensive every once in a while you'd go insane.
As for adult humor in kids shows, the Rocko episode where he's addicted to nailbiting and he goes through a "12-step" program was a pretty obvious reference to drug addiction.

I don't know how legit this is, but I want it more than anything right now. Besides You Can't Do That on Television, this is the only show that I really miss. Everyone once in a while I think of Bus Driver Stu saying "Will passangers refrain from CRUSHING MY SOUL" and lol.
