There rational because they "thought" about immigrating because of the Bush Administration. In my opinion actually thinking or reasoning about anything in the US today classifies you as being more rational then a certain half of the country.
Not to mention the process of gaining citizenship in Canada dosen't exactly happen over night. And something more drastic has to happen, like a draft, for people to really start to concider jumping the border.
