I'd have to believe that a lot of folks WITHIN the World Bank are probably bothered by this. In the wake of the anti-globalization movement, the World Bank has been getting creamed, particularly since '99. It's too bad, because this is a complex organization, which most people understand very little about (which is part of the problem with them).

So, rather than picking a good economist with no recognition, or a good administrator with experience, Bush picked arguably the most high profile neo-conservative on the planet. I'm certain the number crunching geeks who work for the Bank look forward to the black bloc obstructing their access into buildings, while giant puppets of Wolfowitz with devil horns get waved around the street.
