It's a nicotine-free cigarette that gay little babies can get to pretend that they're tough because there's no age restriction. They were originally invented to help smokers quit their habit.
It's like non-alcoholic beer. Which also isn't AGAINST THE X, but I understand that it can be difficult to juggle a half-dozen meaningless titles at once.
