Well.. erm.. I guess you use whatever technique or program that you are comfortable with, as long as the final product looks good.
Now if you're serious about doing this but need some pointers, feel free to email me with photoshop questions ( because that's the only program I know) and I'll do my best to answer them. I'm guessing the main problem would be separating the black lines from the white bg.

Here's what I do:

1. Select > color range > shadows > invert
2. Cut from current layer and then paste on a new layer
3. filter > dust and scratches > 30-40%
4. Select layer transparency
5. Color it in black with a big 100% opacity brush
6. filter > blur

But since this thing is already in perfect black and white, you would probably need to stop on step 2. That's just the whole thing I do to get black and white from a scan, which I would do even if we found a colorist.
